SOCIAL CARD REQUIREMENT VIOLATES RIGHT FOR BELIEF

“We have applied to general prosecutor’s office to issue a case against Aghvan Vardanyan, Tigran Sargsyan and manager of Haybusinessbank,” Khachik Stamboltsyan, chairman Against Numbering People NGO, stated today.

Everything started with the ruling of Constitutional Court, which ruled out that some provisions on social cards law violate the right to have beliefs. Particularly, it says the requirement to ask a social card for receiving pensions; monetary compensation, benefits and allowances have put some people into a position to choose between social rights and right for belief.

Stamboltsyan said the decision free all believers and people with dignity from humiliation. However, Aghvan Vardanyan, minister of employment and social affairs, made a contradicting statement recently saying social cards are necessary for bank transactions.

Similarly, Tigran Sargsyan, Central Bank chairman has sent a notice saying social cards are necessary to open bank accounts.

Having made inquiries, Stamboltsyan came to the conclusion that Aghvan Vardanyan has reiterated the disposition of government.
