Expert: OSCE should draw conclusions and give adequate response to Azerbaijan’s threats to veto entire OSCE budget

The prevention of the development of mechanisms to investigate incidents at contact line once again demonstrates the destructive policy of Azerbaijan in Karabakh issue, historian, expert Edgar Hovhannisyan told Panorama.am in an interview. 

There is one reason behind it – if Baku had given consent to the investigation of the incidents at contact line under the patronage of the OSCE, it would have been revealed that Azerbaijan encroaches on the rights of peaceful citizens, said the expert.

Every time when it comes to exact actions following declarative statements and agreements about other issues the Azerbaijani authorities take a step back, said Hovhannisyan.

“This in fact could expose all Azerbaijan did,” stated the historian.

Baku’s wish to stop this process and to put pressure on the OSCE member states is the reason behind Azerbaijan’s threats to veto the entire OSCE budget, he added.

Therefore, Hovhannisian believes, the OSCE should draw conclusions, try to bring Azerbaijan to constructive field by using pressure and with the help of its position, and make it take certain steps.
