Gagik Minasyan names main shortcoming of parliamentary model of government

The MP touched upon two models of government – the semi-presidential system currently in force in the country and the parliamentary system proposed by the draft new Constitution of Armenia. 
 

“Both models obviously have their shortcomings. The main minus of the semi-presidential model is that the president and the parliament of a country may carry out different ideologies, but this did not affect us,” Minasyan said adding that conflicts are inevitable in case of that model. 
 

The main shortcoming of the proposed model is that the parliament may lose a majority, which may result in inefficient use of resources, Gagik Minasyan said. ‘The new draft proposes a solution to this problem – to create a stable majority in the parliament,” he noted. 
 

The deputy pointed out the importance of cooperation with political forces that make up a minority in the parliament. “The majoritarian election system has always caused discontent. By the draft new Constitution, only deputies elected under the proportional system shall get into the parliament,” he added. 
 

G. Minasyan expressed an opinion that the relations between the authorities and the opposition will not become tense in the transition period as oppositions also see all the positive aspects of the draft Constitution of Armenia.
