Targeting key civilian infrastructures by Azerbaijan is a war crime, says Artsakh ombudsman

The Azerbaijani armed forces have been deliberately and regularly targeting the key civilian infrastructures of the capital Stepanakert of the Republic of Artsakh with heavy missiles and aviation since Saturday, aiming at depriving tens of thousands of peaceful population of basic living conditions, Artsakh Human Rights Defender (Ombudsman) Artak Beglaryan said in a statement on Sunday.

“The Artsakh Human Rights Defender strictly demands from the international human rights community to record those continuous war crimes of Azerbaijan and give proper assessment,” the statement read.

In the early morning of September 27, Azerbaijan launched a massive air and artillery attack on the Artsakh military positions and numerous civilian settlements and infrastructure in the country, including Stepanakert, the towns of Martuni, Martakert and Hadrut. Artsakh civilians were told to take shelter.

Both Armenia and Artsakh have declared martial law and a general mobilization.
