Yerevan mayor warns developers

Yerevan Mayor Tigran Avinyan has issued a stern warning to construction developers, saying that those who fail to properly equip their construction sites will face serious financial consequences.

At a city hall meeting on Monday, Avinyan announced that starting in 2026, the Yerevan Municipality will review all tax and fee exemptions for developers, linking them directly to compliance with site safety and environmental standards.

“Our colleagues in the construction sector should know that if their sites are not properly equipped, they will not enjoy the same benefits as those who comply,” Avinyan said. “The recorded violations will directly affect the privileges granted to developers.”

He stressed that developers’ adherence to the City Council regulations, particularly regarding dust-control nets, site organization and pollution prevention, will determine the Municipality’s approach toward them.

“Dear developers, keep in mind that failure to install dust-absorbing nets, air-quality monitors or properly organize your sites will have significant financial consequences,” the mayor warned.

Avinyan also revealed that new City Council decisions expected in December will formalize this principle, allowing the Municipality to retroactively penalize violators when they seek to extend construction permits.

“Almost every company eventually reaches that stage,” the mayor noted. “And you will pay hundreds of thousands, even millions of drams. Those who ignore the Yerevan City Council policies will deeply regret it.”
