Russia sends 'political message' to Armenia as bilateral trade declines – analyst

Russian Deputy Prime Minister Alexei Overchuk’s latest remarks underscore a message Moscow has been sending for some time: Armenia cannot indefinitely remain aligned with both the European Union and the Eurasian Economic Union, Armenian political analyst Suren Surenyants said.

According to Surenyants, this round of comments carries a sharper edge because it is accompanied by a significant economic signal – a steep fall in bilateral trade and growing caution by Russian businesses toward Armenia. Trade turnover has dropped from $12.4 billion to about $6 billion, a decline the analyst described as “not merely statistical but political”.

“This is a political message indicating that Moscow views Armenia’s foreign-policy maneuvering as a practical shift, not just theoretical rhetoric,” Surenyants wrote on Telegram on Friday.

Prime Minister Nikol Pashinyan has argued that “the time to choose has not yet come”, but Surenyants contends that Yerevan’s recent foreign-policy steps already imply a choice, even if the government has avoided accepting public responsibility for it.

He noted that while European integration is often presented by Armenian officials as a path to stability, the government has yet to articulate a clear strategy, roadmap or secure broad public consensus. He added the debate is unfolding at a time when even the U.S. National Security Strategy offers stark assessments of the EU’s current condition and future outlook.

“Armenia is attempting to reorient toward a system whose own trajectory is uncertain,” Surenyants said.

“The key question is whether the government’s so-called “European agenda” represents a long-term national strategy or a domestic political tactic built on anti-Russian sentiment.

“Armenia cannot remain indefinitely in a state of strategic ambiguity. The moment of choice is approaching willingly or not and the cost of a miscalculation may be borne not by the government, but by the state itself,” the analyst concluded.
