Armenian MP says intelligence report flags Azerbaijani territorial claims

Opposition MP Tigran Abrahamyan has cited a Foreign Intelligence Service assessment warning that Azerbaijan’s state policy is increasingly shaped by territorial claims against Armenia.

The intelligence report highlights a surge in the promotion of the “Western Azerbaijan” concept following the August 2025 Washington agreements, a trend also noted by analysts and journalists monitoring Azerbaijani media.

The assessment attributes the aggressive rhetoric to either territorial ambitions or a counter-reaction to the Nagorno-Karabakh issue. However, Abrahamyan claims the latter has lost relevance after Armenia’s government significantly shifted its position on Artsakh.

“Even Armenia’s own intelligence service acknowledges that Azerbaijan’s policy is likely driven by territorial claims against Armenia and is closely examining it,” he added.
