Pension increase could boost Armenia's ruling party in parliamentary vote, expert says

A recent increase in pensions could strengthen Armenia’s ruling Civil Contract party in upcoming parliamentary elections, as the government has made a calculated political move that the opposition has failed to match, a consumer rights advocate says.

Babken Pipoyan, head of the Informed and Protected Consumer NGO, said the authorities had accurately assessed the electoral impact of social policy measures, while opposition parties lacked similar strategic planning.

“I don’t like making political forecasts, but I can say the opposition does not know how to make political calculations,” Pipoyan told Panorama.am in an interview on Wednesday, commenting on the potential electoral effect of the pension rise.

He said the real impact of the increase could be seen in rural communities, where pensioners closely monitor their work records and seek official documentation to secure even modest rises of 300–400 drams per month.

“Our biggest problem is that we do not measure issues on the ground,” Pipoyan said, arguing that the government understands where it faces challenges and where it stands to gain support.

He cited the rollout of mandatory health insurance as another example, saying authorities were aware that some doctors might oppose the reform but calculated that the broader group of beneficiaries would outweigh them electorally.

According to Pipoyan, both the government and the opposition have focused primarily on socio-economic issues ahead of the campaign period, but the timing of state payments favours the ruling party.

He noted that pensioners are set to receive their first increased payments on May 1, cashback benefits around May 25, and the following month’s pension on June 1–2.

“That is a clear and neatly designed calculation,” he said, adding that the move could help secure victory for the ruling party.
