Armenia to require pensioners to file income declarations

Armenian Finance Minister Vahe Hovhannisyan has announced that pensioners will be required to submit annual income declarations starting this year.

Presenting a draft government decision on Thursday, Hovhannisyan explained that the measure defines categories of non-taxable income and sets thresholds for reporting. Previously, family-related non-taxable income such as money received from close relatives did not require declaration.

Under the new proposal, certain types of income will remain exempt from declaration, including loans of any amount, one-off borrowings up to 1 million drams from non-family individuals, assets received free of charge from non-commercial organisations, up to 1 million drams, inheritances and gifts from non-family members, up to 1 million drams.

The minister stressed that pensioners will now be included in the system. They will need to file declarations in 2026 for the 2025 tax year. If no additional data is required, the declaration will be completed automatically.
