Analyst decries EU plan to deploy election support team to Armenia

The European Union is preparing to send a rapid response team to Armenia at the government’s request to help counter potential hybrid interference during upcoming parliamentary elections, EU foreign policy chief Kaja Kallas said.

“We will not leave Armenia to face foreign interference alone,” Kallas said on Monday.

Referring to her remarks, political analyst Suren Surenyants said the move creates a “clear paradox” as Armenian authorities seek to shield the electoral process from foreign influence by inviting another external actor to play a role.

“This raises an inevitable question: where does ‘protection’ end and political involvement begin?” he wrote on Facebook.

He also accused Prime Minister Nikol Pashinyan of seeking to bolster his position through external backing, arguing that international involvement could later be cited to defend the legitimacy of election results if they are challenged.

According to Surenyants, such a strategy risks undermining confidence in the electoral process by linking its credibility to outside actors rather than domestic institutions.

“The legitimacy of elections in a democratic state must stem from the free will of its citizens and trust in national institutions, not from external political centers,” the analyst  said.

He warned that deeper EU involvement could further polarize Armenia’s already divided political landscape, especially if parts of the public perceive the bloc’s role as politically aligned.

While acknowledging that the EU team may help counter hybrid threats, Surenyants said the broader issue is whether the step could gradually place Armenia’s elections within a framework of external influence.
