Armenia's draft constitution yet to include preamble, minister says

Armenia’s new draft constitution does not currently include a preamble, Justice Minister Srbuhi Galyan said on Wednesday, noting that references to the country’s 1990 Declaration of Independence had been in that section previously.

Speaking to reporters in the parliament, Galyan said several versions of the preamble were still being debated. “We have not finalized it. Why should we present a complete version during internal discussions? The draft constitution will be published in full, including the preamble, and the public will be able to see what is written there,” she said.

The minister added that the draft text of the constitution was complete, but the timing of its release would be determined after further consultations. “I believe the text will be published before the elections,” she said.
