Armenian health expert says ministry stalling on insurance reforms

Armenian physician and health policy organizer Gevorg Grigoryan accused the Ministry of Health of delaying promised reforms tied to mandatory health insurance, warning that recent talks with medical staff have produced only empty assurances.

In a social media post on Thursday, Grigoryan said officials pledged to address concerns by reviewing salaries and restoring per capita payments for specialists, but he argued those commitments contradict both the minister’s public statements and existing regulations.

“The ministry is obviously buying time and none of these promises will be fulfilled,” Grigoryan wrote, adding that some colleagues with less experience in government dealings still believe in “miracles”.

He cautioned that while the ministry speaks of improving working conditions, its actions are leading to the closure of specialist offices and reduced compensation. Grigoryan plans to release a video about another "internal directive" aimed at lowering pay, which he claims is not being disclosed publicly.
