Armenian and Artsakh authorities coordinated decisions at all times, ex-leader says
The Armenian and Artsakh authorities maintained constant coordination on all matters, including security, regardless of circumstances, former Artsakh President Samvel Shahramanyan stated on Thursday.
Speaking to reporters at the Yerablur Military Pantheon in Yerevan, Shahramanyan underscored that decisions were never taken in isolation. “Whether in times of peace or amid military operations, the governments of Armenia and Artsakh worked in concert,” he said.
His comments followed Armenian Prime Minister Nikol Pashinyan’s claims that Yerevan had consulted Artsakh’s leadership before making decisions related to it, stating that in 2023 the final decision had been taken independently by the local authorities.
Asked whether consultations continued during that period, Shahramanyan responded: “I said all. Yes, we spoke, we discussed.” He emphasized that Armenia acted as the guarantor of Artsakh, including its security, and that all issues were coordinated with Yerevan.
