Armenian political analyst slams Macron's remarks

French President Emmanuel Macron’s claims that Armenia was viewed as a de facto satellite of Russia eight years ago have sparked strong criticism from Armenian political analyst Hakob Badalyan, who described the remarks as “cynical” and historically inaccurate.

Speaking about high-level visits to Armenia for the European Political Community (EPC) summit, Macron said on Monday that “eight years ago, no one would have come here”, asserting that the country was then perceived as closely aligned with Moscow. He added that the first-time visits by many foreign leaders reflects a shift in perceptions of Armenia’s independence.

In a social media post, Badalyan disputed this characterization, arguing that Armenia had long been an active participant in international diplomacy. He pointed to the 2018 Francophonie Summit in Yerevan, attended by Macron himself and numerous global leaders, as evidence of sustained engagement predating recent political developments. He also noted prior visits by senior Western officials, including U.S. and European leaders, as well as Armenia’s involvement in NATO exercises and other international forums.

According to Badalyan, Macron’s remarks overlook a broader historical context in which Armenia maintained diverse diplomatic ties despite its strategic ties with Russia. He further argued that the recent increase in high-profile visits is driven less by a reassessment of Armenia’s sovereignty and more by shifting regional dynamics following the fall of Artsakh (Nagorno-Karabakh).

Badalyan suggested that the absence of the long-standing territorial conflict has reduced political sensitivities for foreign governments, allowing them to engage Armenia more openly without the complications such involvement might have posed for relations with Azerbaijan.

He also emphasized France’s longstanding geopolitical interests in the region, noting that previous French presidents, including Jacques Chirac, Nicolas Sarkozy and François Hollande, had all conducted official visits to Armenia well before 2018.

“Macron’s statement is nothing more than base cynicism, because the issue has never been that Armenia was a satellite of Russia, but rather that Armenia was not a satellite of Azerbaijan,” the analyst added.
