Armenia rejected 805 citizenship requests in 2025, official says

Armenia rejected 805 applications for citizenship in 2025, a senior presidential official told lawmakers during a parliamentary debate on Wednesday.

Khachatur Poghosyan, acting chief of the president’s staff, confirmed the figure while presenting the annual performance report.

During the meeting, MP Sergey Bagratyan of the ruling Civil Contract party asked whether any of those denied were displaced persons from Artsakh (Nagorno-Karabakh), citing opposition claims that authorities have refused citizenship to the Artsakh people.

Poghosyan said no such data is tracked but stressed that it is “almost impossible” for displaced Artsakh Armenians to be among those rejected. He noted that Armenia’s Migration and Citizenship Service reviews their cases under expedited procedures, adding he could not recall any instance of refusal.
