Armenia to expand universal health insurance, minister says

Armenia officially launched its universal health insurance system on January 1 and the program is now on track to cover all citizens by 2028, Health Minister Anahit Avanesyan told lawmakers during a parliament session on the government’s 2025 budget report.

Avanesyan said the system will expand in stages before reaching nationwide coverage. In 2027, workers earning up to 200,000 drams per month, employees under civil contracts and taxi drivers will be added to the program.

“Universal health insurance is an irreversible reality and it will continue to expand,” Avanesyan said. She emphasized that while the system will include all citizens, it will focus on a package of essential services aimed at addressing Armenia's most pressing public health needs.
