Armenia introduces new driving license reinstatement framework tied to behavior, officials say

Armenia’s traffic authorities say a new framework for restoring suspended driving privileges is intended to encourage behavioral change among drivers rather than function as an amnesty.

Arman Chilingerian, deputy head of the Patrol Service, told reporters at a briefing on Monday that the updated system for reinstating driving licenses is “not an amnesty, but a model change,” emphasizing a more structured approach to driver accountability and rehabilitation.

Under the revised rules, drivers who previously lost their licenses may regain driving privileges if they demonstrate improved behavior and comply with updated requirements, officials said. Upon reinstatement, such drivers would receive 13 demerit points.

Chilingerian warned that repeat offenders, particularly those who previously lost their licenses for drunk driving, could quickly exhaust penalty points under the system. He said that for individuals likely to repeat violations, six demerit points could be “used up within two days.”

He added that even the least severe cases of driving under the influence would carry penalties, including fines and a deduction of five demerit points.

“The opportunity is for those who are willing to change their behavior, and demonstrate proper driving conduct,” Chilingerian said.
