A new package of political reforms

Although during the current campaign the public didn’t witness any debate on parties’ program provisions, however after some discussions it became clear that the system reforms and particularly, the realization of “second generation reforms” are considered to be primary issues by both position and opposition parties.

The RA Minister of Justice and RPA Board member, Davit Harutyunyan, was asked by Panorama.am to present the RPA suggestions regarding the above issue. According to Harutyunyan, as against other parties RPA has another very important section of reforms which are the political reforms. “We recorded the fact that the economical results and economical reforms are much advanced than the political reforms and if in the next phase we don’t ensure the political reforms we’ll have the rates of unsustainable development”, said Davit Harutyunyan. In his words the political reforms will refer to the legislation regulating the parties’ activities, to election system, and a special attention will be given to reformation of local self-government which will pursue an aim to strengthen and politicize the system.

The judiciary sphere will become matter of special importance. In reply to Panorama. am questions, concerning the phase of the judiciary reform process and its continuation in spite of May 12 elections results, Davit Harutyunyan stated: “We announced that we started the second phase. The basis of the second phase is laid, the Judicial Code has already been adopted, the new law on Prosecutor’s office has already been passed and we should continue to make the rest, that is, the judicial laws which will be elaborated before the end of next year”. Harutyunyan also added that it generally referred to criminal-judicial, civil-judicial and, particularly, administrative-judicial codes.

Davit Harutyunyan reminded that the RPA already expressed its willingness to actively participate in the elaboration activities of the above mentioned laws
