Zhamanak: Vardan Ghukasyan creates shadow Mayor’s Office

Former Gyumri Mayor Vardan Ghukasyan has created something like a shadow Mayor’s Office with his close people and former employees. He regularly holds “meetings and consultations,” makes speeches and gives assignments, Zhamanak reports. 

For instance, Ghukasyan gives an assignment to monitor the garbage disposal or the condition of streets and to report him the results. And then he makes televised statements on the results. So he keeps Mayor Samvel Balasanyan under “control.”
