Armenian analyst: Signing a peace deal and achieving peace are two different things

Political analyst Alexander Iskandaryan, Director of the Caucasus Institute, argues that the conclusion of a peace agreement between Armenia and Azerbaijan does not guarantee peace in the South Caucasus.

"Agreeing on the terms of a peace treaty and actually signing it are two different things," he told reporters on the sidelines of an international forum in Yerevan on Friday. "I can recall at least four cases when Armenia and Azerbaijan 'agreed' on draft documents, but none of them were ever signed."

The analyst questioned Azerbaijan’s unwilling to sign the agreement, suggesting that Baku uses the negotiation process as a strategic tool.

"Signing an agreement and achieving peace are not the same. Simply signing a document does not automatically lead to normal relations in the region. It's a long process," he emphasized.
