Document revoking Artsakh dissolution decree released for first time

Artsakh Republic President Samvel Shahramanyan has officially annulled the 26 September 2023 decree on the dissolution of Artsakh.

The new order, signed after Shahramanyan’s relocation to Yerevan following the Azerbaijani attack and military takeover of Artsakh, was publicized by Artsakh lawyer Roman Yeritsyan for the first time on Wednesday. He stated that the original decree never held legal force and contradicted both the constitution and other legal acts.

Yeritsyan noted that despite its lack of legal validity, the dissolution order had been widely misused, fueling accusations and criminal charges against Artsakh officials in Armenia.

Shahramanyan has formally notified Armenian authorities of the revocation.
