Armenian regulator revokes ENA's license

Armenia's Public Services Regulatory Commission (PSRC) has voted to revoke the electricity distribution license of Electric Networks of Armenia (ENA), following three days of hearings into alleged violations that officials said threatened the reliability and safety of the national power system.

PSRC officials said ENA committed six categories of violations that could endanger millions of consumers or impede regulatory oversight. The decision, which takes effect on November 21, was supported by four commissioners, with one, Ara Nranyan, voting against. Nranyan argued the process should have been halted due to related cases pending at the Constitutional Court and Administrative Court.

The proceedings were initiated after ENA’s temporary manager, Romanos Petrosyan, requested the license be suspended, citing systemic breaches that he said had led to a crisis within the company. The commission stressed the ruling targets neither the company’s shareholders nor its owner, but acknowledges potential impacts on their interests.
