Nearly half of kindergarten violations in Armenia involve child treatment concerns

Almost half of the violations identified through CCTV monitoring in Yerevan’s municipal kindergartens relate to concerns over the treatment of children, a senior education official has said.

Speaking at a Yerevan city hall meeting on Monday, Margarita Khachatryan, the head of the Department of General Education, said that 48% of recorded incidents raised suspicions about inappropriate or concerning behaviour towards children.

According to Khachatryan, a total of 1,700 surveillance cameras have been installed across 42 kindergartens under the Yerevan Municipality.

She said monitoring is carried out both in real time and through the review of recorded footage.

Data from monitoring conducted during the fourth quarter of 2025 showed that 22% of identified violations were related to breaches of the daily routine, 8% concerned physical safety issues and 23% were linked to educational activities.

Khachatryan also noted that observations carried out via CCTV in two newly opened early childhood groups presented a positive picture, highlighting the staff’s conscientious, caring and professional approach to their work.
