Armenia's CPI score remains below 50, seen as serious concern

Armenia scored 46 on the 2025 Corruption Perceptions Index, indicating that corruption remains a serious issue in the country, an anti-corruption expert said at a press conference on Monday.

Varuzhan Hoktanyan, anti-corruption expert at the Transparency International Anti-Corruption Center, said the index is measured on a scale from 1 to 100, with higher scores indicating lower perceived levels of public sector corruption.

“If the score is below 50, corruption is considered a serious problem in that country,” Hoktanyan said.

He noted that Armenia’s score stood at 35 in 2018, reflecting 2017 data. The country subsequently saw a sharp increase to 42 and then to 49.

However, the upward trend did not continue. The score later declined slightly to 46 and has since remained largely stagnant, fluctuating between 46 and 47.

“This stagnation is a rather unpleasant phenomenon,” Hoktanyan said, describing the lack of further progress as concerning.

He attributed the earlier improvement to heightened public expectations, which later subsided, contributing to the decline.
