40,722 crimes reported in Armenia in 2025

Armenia recorded 40,722 crimes in 2025, a decrease of 1,335 cases, or 3.2%, compared with 42,057 in 2024, according to an annual report released by the Prosecutor General’s Office on Wednesday.

Of the total, 18,857 cases were registered in the capital, Yerevan, down from 19,877 the previous year.

The national crime rate stood at 1,315 incidents per 100,000 people, compared with 1,368 in 2024.

Less serious offenses continued to account for the majority of cases. Minor crimes declined by 1,516 cases, or 7%, to 20,041, while medium-severity crimes increased by 795 cases, or 6.2%, to 13,585.

Serious crimes decreased by 486 cases, or 8.6%, to 5,144. Particularly serious crimes, excluding sudden deaths, rose by 65 cases, or 10.9%, to 661.

Minor and medium-severity offenses made up 82.6% of all crimes – 49.2% and 33.4%, respectively – indicating their relatively lower level of public danger. Particularly serious crimes accounted for 4.8% of total cases, slightly down from 4.9% in 2024, while serious crimes comprised 12.6%, compared with 13.4% a year earlier.

The combined share of serious and particularly serious crimes declined to 17.4% in 2025 from 18.3% in 2024, broadly in line with the 2015–2025 average of 17.2%, the report said.

Additional data from the report show a mixed trend across crime categories in 2025.

Crimes against public safety, public order and public health increased by 1,398 cases, or 8.6%, to 17,602, up from 16,204 in 2024. Offenses against state authority and public administration rose by 362 cases, or 7.8%, to 4,990, while crimes related to economic activity edged up by 11 cases, or 1%, to 1,108.

At the same time, crimes against individuals declined sharply by 1,739 cases, or 23.2%, to 5,769, and crimes against property fell by 1,650 cases, or 13.7%, to 10,400.

Significant decreases were recorded in several categories, including intentional bodily harm, which dropped by 36.7% to 737 cases. Within that category, cases involving serious injury declined by 20.5% to 221. Human trafficking cases fell by 31.4% to 24, while sexual offenses decreased by 15.3% to 172.

Fatal traffic violations declined by 12.7% to 158 cases. Hooliganism fell by 11.4% to 777 cases, including a 4% decrease in incidents involving weapons. Drug smuggling dropped by 30.1% to 225 cases, robberies by 37.7% to 91, and thefts by 14% to 5,881, including an 18.1% decline in residential burglaries to 764. Fraud cases decreased by 22.5% to 2,206, while bribery-related offenses, including giving, receiving and mediating bribes, fell sharply by 55.5% to 179.

However, several categories saw increases. Offenses involving the illegal manufacture and trafficking of firearms and ammunition rose by 25.9% to 1,185 cases. Drug-related crimes increased by 20.4% to 3,631 cases. Robbery (armed assault) cases rose slightly by 4% to 78, while cyber-enabled theft increased by 8.1% to 922. Money laundering cases surged by 75% to 112.

Crimes involving the use of firearms increased by 24 cases, or 20.7%.

The report also noted an improvement in crime detection rates. Of the 40,722 crimes recorded in 2025, 12,114 were solved, compared with 9,595 out of 42,057 cases in 2024. Unsolved cases fell to 28,607 from 32,461. The clearance rate rose to 29.7% from 22.8% a year earlier, an increase of 6.9%.

Cases of attempted murder increased by 14, or 21.9%, to 78, while cases involving preparation for murder rose by 10 to 12. Authorities said 10 such cases were prevented at the preparation stage in 2025.
