Armenia's election commission awaits final results to allocate parliament seats

Armenia’s Central Electoral Commission said on Monday it cannot yet determine how parliamentary seats will be distributed following Sunday’s national vote, as recounts and final tallies remain underway.

Speaking at a press briefing, CEC Chairman Vahagn Hovakimyan explained that the calculation depends on which parties clear the threshold to enter parliament. “Until the recount is complete and the results are finalized, we cannot speak about mandates,” he told reporters.

Preliminary results showed Prime Minister Nikol Pashinyan’s Civil Contract party leading with 49.81% of the vote. The Strong Armenia alliance followed with 23.29%, while the Hayastan bloc received 9.94%. The Prosperous Armenia Party narrowly missed the 4% threshold, winning 58,378 votes, or 3.996%.

Hovakimyan noted that the formula for allocating seats multiplies the votes of qualifying parties by 101, then divides by the total votes of all parties that passed the threshold. Whether three or four parties ultimately qualify will significantly affect the distribution.
