Armenian parliament passes universal health insurance bill in first reading

The Armenian National Assembly approved in its first reading on Thursday a government-drafted bill to introduce a universal health insurance system set to be phased in over three years.

The measure passed with 68 votes in favor, two against and 26 abstentions.

From 2026, coverage will first extend to children under 18, people aged 65 and over, adults with disabilities or functional limitations and citizens with a social vulnerability score of 28 or higher.

Health Minister Anahit Avanesyan said the system would be universal and include all Armenian citizens, but would not cover every individual health need. Instead, it is designed to target conditions that contribute most to illness and death, ensuring “the best possible health outcomes”.
